Geopolitical context

The May 2021 ransomware attack that shut Colonial for six days triggered panic buying and fuel shortages across the Southeast, and made the pipeline the reference case for cyber risk to energy infrastructure. It led directly to TSA's first mandatory cybersecurity rules for pipelines. The East Coast's reliance on a single product line from the Gulf Coast is also why New England still imports fuel and LNG by sea.
