Geopolitical context
One of the few functioning energy links between Iran and a NATO state. Operates despite US secondary sanctions on Iran's energy sector — Turkey has repeatedly sought and sometimes received US waivers. Pricing disputes have led to international arbitration (Turkey won a ~$1.9B rebate in 2016). The PKK/Kurdish insurgency along the Turkish section has caused dozens of supply disruptions. The pipeline represents Turkey's strategy of maintaining energy relationships across geopolitical lines (Russia, Iran, Azerbaijan) to avoid dependence on any single supplier. Iran's ability to export gas via pipeline remains limited by sanctions, underinvestment, and high domestic consumption.
