Overview

Venezuela (Anzoátegui). PDVSA's main crude export terminal and upgrader complex for Orinoco Belt extra-heavy crude blends.

Geopolitical context

Venezuela's exports have been shaped by US sanctions since 2019, with licenses for Chevron and a few others turning flows on and off as Washington's policy toward Caracas shifted. Much of the rest has moved to China through intermediaries and ship-to-ship transfers.

Chevron commits $7bn to double Venezuelan output to ~600 kb/d

Chevron said it will invest $7 billion over five years to raise Venezuelan production to about 600,000 b/d, taking on Carabobo 1 and Carabobo-2-South-A in the Orinoco Belt. It follows a 28 August US deal granting a private venture (NABEP) 100-year concessions over 17 fields. Analysts say meaningful new barrels are years away.
