Geopolitical context

Rotterdam is Europe's energy gateway — the continent's largest port, primary crude import terminal, and home to its biggest refining cluster. Post-2022, Rotterdam became the primary receiving point for US LNG and non-Russian crude replacing pipeline flows. Shell's Pernis refinery (Europe's largest) has historically processed significant Russian Urals crude and has had to adapt to alternative grades. Rotterdam's ARA (Amsterdam-Rotterdam-Antwerp) hub sets the benchmark pricing for European refined products. The Dutch government's decision to close the Groningen gas field (2024) has further increased Europe's import dependency through Rotterdam.
