Ottawa bought the pipeline in 2018 (C$4.5B) when Kinder Morgan threatened to walk away over BC opposition and Indigenous legal challenges; the expansion ultimately cost ~C$34B. It is Canada's only large route to tidewater on the Pacific, reducing Alberta's historic dependence on US buyers and the discount that came with it. Since 2024 growing volumes have gone to China and other Asian buyers, and US tariff threats in 2025 made export diversification an explicit Canadian national priority.
Trans Mountain ran at full capacity for the first time in June and remains full; about two-thirds of Westridge cargoes go to Asia. The operator plans +90 kb/d in Q4 2026 and +210 kb/d by 2028, citing demand driven by Middle East supply disruption.
